Mandatory Helmet Use and the Severity of Motorcycle Accidents: No Brainer?

We study the impact of mandatory motorcycle helmet use laws on severity and volume road accidents in Uruguay by exploiting a change enforcement traffic law. Using difference-in-differences design based an unexpected policy, we report sharp increase five percentage point reduction incidence serious or fatal motorcyclist from baseline 11 percent. The benefits are disproportionately borne groups more likely to experience injuries, such as males young drivers. find no evidence other responses terms either type accident, suggesting that motorcyclists’ behavior did not respond differences risk. show additional costs for relevant government agencies were negligible estimate health policy.
